British Intelligence Didn’t Know Anything

According to Baroness Eliza Manningham-Buller, the former head of the British Intelligence Agency, MI5, the United States concealed from the agency the fact that it was torturing terror suspects.[1]

Isn’t the whole point of an intelligence service to find out things others are trying to conceal from them?
